What pensions are likely to be in Ukraine in 2025

In 2025, the government intends to freeze the minimum pension at the level of 2024. This means that we should not expect an increase in pension payments, as was the case this year, but they promise to index pensions.

What will be the changes in the amount of pensions in 2025
According to the preliminary draft budget for 2025 approved by the government, the subsistence minimum and minimum wage will not change.
The frozen figures will also affect some types of pension payments and additional payments that are tied to the subsistence minimum and wages. In particular, state social assistance for disability will not increase, as the amount depends on the level of the subsistence minimum.
According to the expert, the indexation next year is likely to be less than the government forecasts. The real increase in pensions will be no more than 13%. The situation was similar in 2024, when they promised to increase payments by an average of 13%, but the actual increase was 8%.
Which Ukrainians will receive UAH 23 thousand
Thus, in 2025, the minimum and maximum pensions in Ukraine will remain at the level of this year. Earlier, the government revised the subsistence minimum for different groups of the population this year, so this payment has increased. Thus, according to the state budget, this year's subsistence minimum is UAH 2,920, and for people who have lost their ability to work — UAH 2,361 (by UAH 268).
As a result, the minimum pension increased from UAH 2,093 to UAH 2,361 and the maximum pension from UAH 20,930 to UAH 23,610. That is, the maximum pension amount increased by UAH 2,680.
Thus, next year, citizens will be able to receive a maximum of UAH 23,610. However, not everyone is entitled to such a pension. We are talking about the following categories:
- civil servants;
- employees of local self-government;
- Members of Parliament;
- scientists.
What else you should know
In Ukraine, individuals and companies have the opportunity to contribute to the financing of pension payments by making charitable donations. This option is available both to those who live in the country and abroad.
